Adding Tooltip.Anchor to Tooltip anatomy

Overview

A Tooltip.Anchor component similar to Popover.Anchor to allow aligning the Tooltip to an element other than the Trigger.

Who does this impact? Who is this for?

This would impact anyone with a need for this level of flexibility in Tooltip placement.

Additional context

A common use case I have come across for this is a table cell with both text and icon content where the trigger should be on the text, but the Tooltip should be placed on the cell.
