Relevance? If all is collapsed, what is left to see?

Actually I wanted to suggest this before as well. It's just simpler to collapse all and only open where you want to go to instead of having to scroll all the way down, if all settings are open from the start.

Alternatively the settings could open collapsed in the first place.
