Unable to perform concurrent updates to security rules via ARM

worked fine for the current settings we have applied. will patch once the open ticket above is updated. or am I missing something here?

I see that we can address this by moving the NSG rule creation to powershell or either move add depends on to every NSG rule, which means that whole script will take more time by running in synchronously. I have not tried it myself but happy to give it a go
