The Problem

There should be a way to get --ll-exception behavior with an environment variable such as RAKUDO_LL_EXCEPTION. This would allow e.g. RAKUDO_LL_EXCEPTION=1 zef install foo

This already exists as RAKUDO_OPT="--ll-exception"
