Add Template for minimum requirement for submissions

Inital Thoughts

• Requirements for any project submissions
  --> Minimum of 25 GitHub Stars
  --> Minimum of 5 + contributors
  --> Proper Documentation of the project and its goals

• Exceptions
  --> Project is hosted by a recognized organization.

The minimum of 15+ contributors might be a bit steep.
Example, https://github.com/conjure-up/conjure-up
246 stars, 46 forks, 1686 commits with 44 releases. But only 9 contributors.

True @HighwayofLife I also saw the same kind of difference in some other projects. Some amazing projects were also having very few contributors. Let's update it to 7 for now. cc @idvoretskyi @budhrg

50 Github stars is too many IMO :)
IMO let's start min 25 Github stars and min 5 contributors.
