[Pulp and Paper] Opening the menu on a map can cause the page to jump to a different map

Issue has been observed on Chrome, Firefox, and MS Edge.

Summary:
When the User opens the "Hamburger" Menu on the "Where are pulp and paper facilities located?" map and tries to open the "Hamburger" Menu on a different map, they are redirected back to "Where are pulp and paper facilities located?" map.

Steps to Reproduce:

1. Open NPRI Sector Overview: Pulp and Paper - Canada.ca (ecdc-webmappingappsstoryramp-asv.azurewebsites.net) and navigate to the "Where are pulp and paper facilities located?" Section
   

2. On the map, open the "Hamburger" Menu on the top left corner of the map. 
   

3. Navigate away from the map to another map, eg. "Total releases and disposals of pulp and paper facilities that reported to the NPRI from 2010 to 2019" in the "Which pollutants are reported to the NPRI by pulp and paper facilities?" Section
   

4. Open the "Hamburger" Menu for that map. 
   

5. ⚠Notice that you are redirected back to the "Where are pulp and paper facilities located?" map
