In support of moving all public cloud provisioning off Ember (#8083 and in a way, tied to work for finding all pages off Ember in #8718), this ticket is to move the EKS pages to being in Vue.

Currently, to provision EKS, it's iFramed from Ember into Vue.

Hopefully we can do #5205 as part of it (reading EC2 instance types via API).
