Add pagination to remaining lists & detail pages

• settings pages, user avatar, etc
• does not cover products like fleet or extensions
• Ensure home page cluster lists handles many many clusters #9494
• Need to understand where norman is used to populate lists
• this might not be many, but needs investigating
