The new workflow is still flaky: #1198

We want to make sure Fleet upgrades are always possible. Maybe this is fixed by moving to standalone runners?

This workflow https://github.com/rancher/fleet/actions/workflows/rancher-upgrade-fleet.yml showed us, that it is possible to run the latest version of Fleet with any Rancher version.
However, I'm not sure how strong a signal it provides for testing now.

We discussed and are leaning towards building a nightly test around rancher-head and the latest fleet chart. That could be done using airgap mode, with the charts repo inside of ranchers container image.
