Add ability to auto-redeploy bundles

Users should be able to configure fleet to reapply modified bundles on downstream clusters.

This is essential in some cases where the user always wishes to keep the downstream clusters in sync with git repos.
Common use cases could be network policies, Gatekeeper constraints, templates or even workloads.

We are planning to correct drift instead of reapplying on an interval. We might revisit this in the future.
