[Backport v2.5] Update hyperkube base to Ubuntu 22.04

Original issue description:

Currently Rancher's hyperkube-base is using Ubuntu 21.10 which was an interim release instead of an LTS.
Since Ubuntu 22.04 (LTS) is out, we should upgrade the Rancher's hyperkube-base to use the new Ubuntu version as base

This needs to be applied to the latest 1.20-based version in KDM as these switched to Ubuntu 21.10 (1.19 and earlier are still on 20.04 LTS - please double-check this though)

@doflamingo721 @rayandas @samkulkarni20 , per discussion with @sowmyav27 given that we plan to release Rancher 2.5.14 soon (before the k8s patches), let's not merge the changes to dev-v2.5 of KDM until 2.5.14 is out.
Note you're OK to merge changes to hyperkube & hyperkube-base.

Moving back to working as we need to make KDM changes against dev-v2.5 branch to introduce new 1.20 version based on this updated image.

@vivek-infracloud @rishabhmsra We need to test only v1.20.15-rancher2-1, which was using ubuntu 21.10 but now we updated to to 22.04. Check out the PR

Validated on rancher v2.5.15.

1. Created a downstream cluster k8s v1.20.15-rancher2-1 with rancher-v3-kdm-changes Jenkins job.
2. Login into one of the node and exec into kube-apiserver.
3. Ran the command to check the OS version.

Container is now running on the OS version - Ubuntu 22.04 LTS
