We need to ensure CAAPF only imports these clusters we have labeled with cluster-api.cattle.io/rancher-auto-import or clusters in namespaces labeled with cluster-api.cattle.io/rancher-auto-import. Currently CAAPF imports all CAPI clusters by default.

To achieve the goal, configuration presented in rancher-sandbox/cluster-api-addon-provider-fleet#67 should be provided with the helm chart install/upgrade.
