We would like to prove out credentials mapping from CAPI to Rancher cloud credentials.

We can use AWS credentials to prove this. We'd need to watch for AWSClusterStaticIdentity and create am AWS cloud-credentials in the Rancher manager cluster (via API see #3 or direct see #4).

Until we decide if we need bi-directional mapping this can be closed.
