Tensorflow issue in Rasa Installation in UBUNTU

Tensor flow issue while installing Rasa in my VM Please see below

I have been having several issues just to bring up a a Rasa. a) tried through Mac. did not work b) tried through python virtual environment in Mac. could not bring up. c) finally setup a Vmware and ubuntu. trying to install. face lots of issues. currently faced is pip install rasa error out as below.

but if I look at closely, it is expecting tensor flow <2.2 and >=2.1 - I am not sure whether there is any such.. is this a bug?

solved this by going to PIP > 19. it proceed further. closing it for now. refer https://forum.rasa.com/t/could-not-find-a-version-that-satisfies-the-requirement-tensorflow-1-15-0/21509
