When starting a rasa server using rasa run, the first few lines of the server read

2020-11-09 22:29:19 INFO     rasa.model  - Loading model models/20201109-221631.tar.gz...
2020-11-09 22:29:19 INFO     root  - Starting Rasa server on http://localhost:5005
2020-11-09 22:29:19 INFO     rasa.model  - Loading model models/20201109-221631.tar.gz...
2020-11-09 22:29:27 INFO     root  - Rasa server is up and running.

The "loading model" message shouldn't be there multiple times. Either the message is duplicated, or even worse, the model actually does get loaded twice.
