Missing docs

Not sure if this exists somewhere, I can't find it, but we would need a basic doc to outline how the version number of RDS gets updated, as well as how to push a new version out to NPM.

I assume the best spot for this would be in the project readme, or maybe the wiki... Personally, I prefer the readme, as it's git tracked. If a wiki page gets deleted, it's flat out gone without a trace.
