IE 11 - Menu Pop-up #74

All pop-up items work in IE11 if the main container is an a href. The button element doesn't work properly in IE11.

If I change the button element to input type=button, it works - but the style is off.

Need to make a markup choice here. Do we stay with button? If so not sure IE11 will work.

These work fine when used in the masthead, there's currently an example in develop now using the "submenu" top nav item
