There is no tooltip for the <url href="...">text</url> tag. That is against good accessibility guidelines as well as normal <a> tag practice. At least one should be able to do so, but it doesn't seem to work.

Cleaned up some other title attributes just now, and so was prepared to dive into this one. The following article jibes with my experience at a just-concluded AIM workshop on accessibility. Developers for JAWS and NVDA were both there.
I'm going to label this for accessibility, and also close it. If you'd like to reopen it, that's fine, but let's also take it to a discussion on pretext-dev.
