It is my own feeling, whenever I unconsciously hover the mouse upon panon, the tooltip dialog will pop up. And it is highly likely to happen, because I have a very wide panon. To me, the dialog is really annoying, especially when I put both my hands on the keyboard, and find something important is blocked by the tooltip dialog. Compare to that, even an ugly little square is totally acceptable.
I can improve the tooltip for you or someone else, but I myself don't want that tooltip dialog at all.
(I am using latte-dock, don't know how KDE panel's tooltip behaves)

currently result in a ugly little square being shown anyway.That config should be removed and the tooltip improved to be useful (e.g. show the effect name or so)
