ドキュメントによると、'showtabsidebar' オプションのデフォルト値は 1 となっているが、実際には 0 になっているようです。
'showtabline' に合わせるならドキュメントが正しいので実装を修正、互換性を取るなら(そうでなくてもデフォルトで tabline と tabsidebar 両方出てしまうのはイケてない感じがするので)ドキュメントを修正、が良さそうです。

'showtabsidebar'のデフォルト値は0です。
