If the Dockerfile doesn't have any commands after a HEALTHCHECK CMD, we should create a diagnostic to flag this just like the Docker engine.

FROM scratch
HEALTHCHECK CMD
$ docker build .
Sending build context to Docker daemon  86.15MB
Step 1/2 : FROM scratch
 --->
Step 2/2 : HEALTHCHECK CMD
Missing command after HEALTHCHECK CMD
