Licensing is not yet handled when the image is created. There are a lot of options in this space.
Machine-based license: how does NI's license work in virtualization, is the host OS the one with the license and the containers can mooch? Either way, when the image is built, get and save a license in the image.
License-server-based license: Sure...

NILicensingCmd.exe should be helpful. https://www.ni.com/documentation/en/ni-license-manager/latest/manual/automate-activation/

The CLI only works to license all software to a Serial Number or a License Server. Not the best since I think there are a decent number of folks using their NI Accounts to license. It should work, though, if you have a serial number.

Oh I guess I should add steps for licensing which are somehow executed after provisioning? Maybe that would be in docker-compose?
Worst case is I convince myself we should be using Packer for this instead for superior scripting.
