Make a release of the current project.

The outputs should be:

A tag for the release, "WinRM-Tools-1", such that the script retrieved from https://github.com/rdowner/winrm-tools/raw/WinRM-Tools-1/enable-winrm.ps1 embeds the correct URLs for the release
A branch, "latest-release", such that the script retrieved from https://github.com/rdowner/winrm-tools/raw/latest-release/enable-winrm.ps1 embeds the correct URLs for the release
