chore: use latest version of tslint-etc and legacy-peer-deps #6486

Description:

Bumps the tslint-etc version to the latest, updating its dependencies and, hopefully, fixing the issue that relates to the TypeScript peer range in @phenomnomnominal/tsquery.

Bumping solved the problem for @phenomnomnominal/tsquery, but just kicked the can further down the road, as there's a similar peer-dependency issue for api-guardian. Rather than chase all of these down, I've added the --legacy-peer-deps flag to the install command.
