The Toxiproxy server that is being used to simulate the network environment between the Sync Client and the baas server can be controlled via an HTTP Config API.
Create a file under test/object-store/util that provides an interface similar to the current baas admin api for adding, configuring and removing the network simulation properties that will be used for the test to be executed.
This file will be optionally compiled using the REALM_NETWORK_TESTS CMake option.

Not needed, since the plan is to configure the proxy via the command line prior to staring the tests.
This may be revived or looked at in the future, if we want to add more fine grained control to our tests, but this is no longer planned for now.
