Clarify Node versions supported

The Getting Started page suggests that "Node 8.3.0 (or later)" is required, but Node 12 support is currently in progress by way of #2516.

It would be helpful to document a more explicit range of Node versions supported, perhaps including a note to the issue to watch/upvote for Node 12 support.
