Bug with deleting descriptions in the Marker List

Once a description is entered there seems to be no way of deleting it from within the Marker List.

This is with REAPER v4.23pre11 on WinXP 32bit.

Confirmed, it's actually a Reaper API bug.

Worked around in 2.2.0 #12, r775 and r779
