Bug: S&M_TOOLBAR_ITEM_SEL2 and _SEL3

FnA discovered this problem with the vertical actions in Jeffos' *Toolbar - Toggle offscreen item selection * * actions.

"It looks like in vertical aspect, they are based on the visible boundaries of the top/bottom track, rather than the items actual visibility on those tracks. I guess free item positioning may result in the same situation. It looks like an envelope lane on the top track will be treated differently than a lower track boundary, which makes me hopeful that some vertical positioning script functions could be possible for both track and envelope lane."
