When nuke runs against an account that contains an IAM user that has an SSH public key (used with AWS CodeCommit) attached to the user, it fails to delete the user:
DeleteConflict: Cannot delete entity, must remove referenced objects first.\n\tstatus code: 409, request id: <redacted>
