Allow test execution on already installed IPI cluster without specifying platform details

There is no easy way to execute tests on IPI platform for which we don't have at least minimal deployment class and ocs-ci deployment config.

Some test cases indeed requires a platform knowledge (eg. to disrupt node, add a device, ...) but when that is not necessary and the cluster is already installed, there is no need to specify particular platform from a test point of view.
