python-jenkins v1.0 has a lot of great features. It depends on requests now, so we could switch rhcephpkg to that instead of the current urllib code. It also has support for proper build tracking, so we can drop rhcephpkg/jenkins.py .

Need to look into building our own python-jenkins package for Xenial and Bionic (and just drop Trusty support at this point).

python-jenkins 1.0.0 is available in the PPA now for Xenial and Bionic.

rhcephpkg 1.9.0 depends on this version.
