Structure site (and front page) based on audience #300

Try to reorg the site in terms of the audience:

  • Beginner (What is it?)
  • Experiment (Getting started, quickstart, RDO manager)
  • User (Resources, ask.openstack, configuration info, howtos)
  • Expert/Participant (Development info, packaging info)
