RFE: Tool to Query Available Clouds for Assignment

We spend too much time pecking through our existing cloud definitions and trying to find a free cloud where we can assign new systems for future use.

This RFE is for a tool to comb through all the current clouds defined in QUADS and determine if there are any current or future machines already associated with them.

This will help us select available clouds that can be assigned hosts for new assignments.
