Version: v2.4.6
Tested browser: Google Chrome Version 123.0.6312.105 (Official Build) (64-bit)

Editing timestamp for a consumer group in the Edit consumer group dialogue is broken when choosing UTC. Captured what I've found:

In this example, I just wanted to set to 11:40 in both Local and UTC. When Local is chosen it works properly, but once UTC is chosen it's completely broken.

It appears the same issue happens in the Topics page too
