Please note that my local time is Japan time (UTC+9).
In the Edit consumer group -> Specific Time dialogue, as long as I select Local, things look working correctly. Once I select UTC, what I choose in the date-picker menu is assumed local whereas the date field shows it in UTC, automatically converted.
I'd say this is not intuitive. Given I select UTC, the datepicker should be assumed as UTC too.
