related to #1886

Currently, our CI checks trigger on both PRs and a push to main branch. The latter is redundant and just adds to the queue. There's no case other than publishing where we have a direct push to main. Also, there's no visibility when these checks do run and fail --> they're hidden behind the "Actions" tab and don't display results anywhere.
