Summary

We currently have no testing for upgrades. We should add tests for upgrades to better ensure the chain's resulting state and modules are changed accordingly (aside from doing so manually).

Problem Definition

We have no tests for upgrades

Proposal

Consider adopting the upgrade style of Osmosis and add tests similarly.
