I so confused about "getting location updates even when the app is killed" !!!!

As I mentioned on title. I am so confused about the requesting current location when app even killed (terminated), not running.
Not even mention for the legal on each platform, the effective of performance, device battery, etc... I just only wonder if this really has a solution (about technical) for requesting location on device, when our app be killed before, mean terminated, and has no capability to do anything on platform system.

Clear to me if I have some misunderstand about this package
