The following component by @UmungoBungo: https://github.com/remotion-dev/motion-blur-example

already exists, but is not easily installable. This task is about packaging up the component and make a new module in the monorepo. IMO the names of the props that I have chosen are not super clear, and are open for improvement!

Acceptance criteria

• Make new @remotion/motion-blur component that uses the code from the repo above
• Create a new documentation page that explains all the props, similar to the other API pages
• Embed a <Player> in the documentation page (similar to here: https://www.remotion.dev/docs/video-manipulation) that allows people to play around with the parameters
