Implement a setting for "EV is AC Fast Charging capable"

Currently the "DC-Fastcharging only" Filter option selects only DC Fast Charging stations. Because there are some EV which are also AC fast-charging capable, this filter should be more intelligent to select (only in that cases) additionally AC stations having power >22kW (EnBW Charging Stations in Germany/BaWue e.g.), useful for e.g. Zoe/Tesla drivers.

• rename the filter to e.g. "Only Fast-Charging"
• new configuration option in settings to let the user enable/disable the EV AC-Fastcharging capabilities
