Update ARG FLICLIB_VERSION to use master #4

Version numbered branches no longer exist; just `master`. Additionally, the whole project has been updated to support Flic 2, which the currently built images does not contain. Hopefully this small change will trigger a rebuild and bring in the new `flicd` that does.
