How are you running Renovate?

Describe the bug

Renovate is currently proposing people to upgrade to Ubuntu 22.04 however it's not yet stable (but being published to Docker Hub).

We should consider it unstable until at least 2022-04-01 if there's no better to programmatically determine when it's released stably.
