feat(manager/jenkins): Switch default package versioning to maven #14242

Changes:

Switching the default versioning of the Jenkins Plugins manager from docker to maven.

Context:

The original docker versioning does not work for all Jenkins plugin use cases, the issue is described in detail here: #13793, and maven is a perfect fit.
