docs(azure): merge azure devops docs

Changes

Merges the "Azure DevOps setup" page¹ into the "Azure DevOps and Azure DevOps Server" page²

Context

The "Azure DevOps setup" page is not linked anywhere on the docs site. You have to search to find it.

I'm not 100% sure that merging these two pages is the right approach, as one is about Azure DevOps support in Renovate, and the other is about running Renovate in Azure Pipelines. I do want to get feedback on what the right approach is. I think there are two options:

1. Keep the pages separate, and link the "Azure DevOps setup" page (and other pages like the "GitLab bot security" page³) in the sidebar
2. Merge the pages together.
