feat(pip-compile): handle --strip-extras argument #18486

Changes

Handle --strip-extras argument for pip-compile manager.

Context

While the argument is not documented, it is present in the CLI.

The argument basically removes all extras from specified dependencies, so requests[security]==2.28.1 in requirements.in simply becomes requests==2.28.1 in requirements.txt, for instance.
