chore: drop status:ready and improve triage docs #25023

    • Issue Forms
    • Discussion Forms
    • Bot config
    • Workflow files
  • Update query strings
  • Add missing labels to docs
  • Remove text that refers to already dropped labels
  • Explain creating new issues process
  • Rewrite some sections

Context

Closes #24983.

I'm deliberately doing the priority-5-triage removal in a new issue and PR, because I need to edit some code, which is always a bit fussy:
