fix(azure): use pr title as merge commit message #9964

Changes:

Uses the pull request title as the merge commit message

Context:

Fixes #9939

@stocksr I can adjust the commit message, but I guessed that this at least gives some more context than the current message. An alternative would be to get the first/last commit message (pr.commits[0].comment or pr.commits[pr.commits.length -1].comment). Let me know.
