governance was renamed to collective, this was the last version of that file: https://github.com/unifiedjs/collective/blob/950ad05f8c0ddb956863d3704df4b8146aaefb24/governance-grant.md, which was superseded by the organization policy (unifiedjs/collective#29).

Based on unifiedjs/unified-language-server#13 I think every CLI based on unified-args should be accompanied by a language server.

Since retext doesn’t have a CLI, I don’t think retext should have a language server at this time either. However, it makes perfect sense to me to provide both.
