It almost certainly is. I ran into that same problem when I ran failing tests many times in a row, and had a few dozen servers in the background. Tests started to fail on extproc stuff, probably because I hit my user limit.

I couldn't find any other leaks. If you do, please reopen.

#862 is not fixed by this.
