  1. Delete a database on a running cluster

  2. Recreate database from scratch with all tables and indexes

  3. Attempt to increase replica count -- it will not "take" on some tables, will on others.

Keep trying over and over and it eventually does.

Found that waiting a second between entering the new replica count and clicking submit in the web UI fixes this.
